I give you my consent to grant Benjamin Frazer License in Marriage with my daughter Lucy Bailey.

Know all men by these presents that we Benjamin Frazier and William Frazier are held and firmly bound unto James Barbour, esquire, Governor of the Commonwealth of Virginia, in the sum of four thousand dollars current money of Virginia to which payment well and truly to be madeto the said governor or his successors in the office of governor. We bind ourselves, our heirs, executors and administrators, jointly and severally, firmly by the presents sealed and dated this 27th day of December 1813. The consideration of the above obligation is such that whereas there is a marriage shortly intended to be had and solemnized between the above bound Benjamin Frazier and Lucy Bailey, daughter of Polly Luster of Campbell County if therefore there be no legal cause to obstruct the same then this obligation to be void otherwise to remain in full force and virtue.
